Evinrude and Johnson outboards prior to 1965, require a 24:1 ratio, so the 64 model would be a 24:1 fuel to 2 cycle oil mix.
i used 1 qt to 6 gal. but it was 1964 and we used 30 weight oil
your 9.8 hp mercury is a 1964, unless its a white motor then it could be a 1963
Johnson outboards manufactured after 1964 require a 50:1 ratio, one pint of 2 cycle oil, to six gallons of fuel.
