Yes and no. Sergeant Major is a position, not a rank, but it is always held by an E-9 enlisted man. A Warrant Officer wasenlisted, but is now an officer. He ranks below the most junior commissioned officer but above the most senior enlisted.

Old or new, the warrant relates to an offense of some type and the offense is the ruling factor. NOT the age of the warrant.
This is a hotly debated and litigated subject and MUCH depends on the circumstances. If the officer is in the location lawfully (i.e.- serving a warrant) and finds evidence of some other offense he may seize the evidence and bring new charges based on that discovery - or - he can secure the premises and then go to court and reequest a new warrant based on his discovery. Generally, just tbecause he happens to find something that wasn't SPECIFICALLY included in the original warrant does not preculde him from taking action.
In UK an Officer holds the Queens commission. Senior NCOs are warrant officers & they have a Royal Warrant. NCOs are non-commissioned Officers, they do not have a commission. Privates do what they are told ! Other than very junior Officers who may well be 'advised' by senior NCOs, the Commissioned Officer is the one who makes the executive decision. He is there to give the orders & provide the leadership. The senior NCO however is the one who has time-served his position. More so in times gone by than now this was very much part of the British Class system. The commissioned ranks would be only an option if you had the' breeding' ! (&, of course, the money)
It doesnt matter how much you earn because it all depends on your job in the Royal air force and which rank you are. As an NCO (non commitioned officer} you would probably earn the most at warrant officer rank and at Officer ranks it is probably one of the Air Marshals. But like i said it depends on the job you do in the air force but also the lenght of service you do.
How do you know it is non-extraditable? It all depends on how much, or how little, information the officer receives when he runs your drivers info. If his return info states that it is non-extraditable he may just complete his traffic stop and send you on your way. If he does not receive this info - only that you have a warrant our for you - on the strength of that info from his dispatcher you will probably be arrested and taken to his station where they will try to confirm the warrant. If the warrant is truly non-extraditable they will find out at this time, and release you.
