A heating pad is not necessary for a bearded dragon. Heating should come from overhead in the form of UVA and UVB lighting. The idea behind heating pads is a good one, but they have been known to get too hot and burn/fry your bearded dragon to death. However, the overhead lighting will heat rocks constantly exposed to the lights to some extent, but never hotter than the temperature than the light already produces, so they shouldn't prove to be a danger.
Crested geckos are species that thrive in temperatures ranging from 70-80F. When using a heating pad, the temperatures surpass 80F. A heating pad costs 10-20$ depending on size but i do not reccomend a crested gecko using one of these.

It depends on where you get it and what company manufactures it. For hermit crabs or amphibians, I suggest a heat lamp, maybe WITH a heating pad. But if you have a lizard like an anole, you should definitely get both.
