E4, which is a 3rd class PO is made by taking a test, that test combined with your evaluation (eval is a report written by the sailors immediate supervisor on the sailors performance on the job) will give you a score. If you advance or not is dependent on the total score. Lets say his score was 150 and the score to make rate was 130 (called the multiple). He advances to the next pay grade. Most commands will have what they call a frocking ceremony where people put on their new rating badges with the proper rank. Everyone who advanced participates. A petty officer is and E-4 and the same rank as an Army Corporal (or Specialist 4). Petty officer 3rd class is the lowest of the nco ranks(they are called petty officer in the Navy).
