An ammeter does not 'hold' anything. It is an instrument used for measuring the instantaneous flow of electrical current known as amps (short for amperes) - or the actual passage of electrons through a circuit. One ampere is the amount of electrical current flow (symbol 'I'), in a closed electrical circuit when a potential of one volt (symbol 'V') is applied through a resistance of one ohm (symbol 'greek capital letter omega'). One ampere is 6.28 billion billion electrons per second. More than anyone can imagine.

Manufacturers of ammeters produce instruments of different capacity (which may be the root of your question), meaning the maximum value of amperes or upper limit of measurement of the instrument. Some measurements can also be too small or too large to be expressed directly as amperes, so instruments are designed with more sensitivities or less sensitivities to suit the measurement at hand.
