This depends on whether you are interested in a narrative / story heavy game, a miniatures campaign only, or a mixture of the two.
The games I've played were about 90% narrative, 10% miniatures.
The miniatures and maps were purely for the sake of keeping things straight during battle and while navigating through cities and countryside...
If you go in on the investment with friends, and have each person buy the character they want to represent themselves, it shouldn't cost more than about $20 per person.
1 - You don't need your own book, sharing is caring...
2 - Use your imagination to create maps and campaigns - save money from books and dungeon tiles. they are cool, so maybe once you get further into it and everyone is clearly committed it might not be such a painful investment..
So, in estimation:
Core Rulebook: $20-30 (can share, or one per person)
DM Book: $20-30 (only need one)
Mini fig: $.50-$5 (at least 1 per person, and a few misc to represent enemies, they don't have to be elaborate)
Photocopies of Character Sheets: $.50?
