Generally, it is once every 12 months per district or county. For example, if you receive a speeding ticket in county X and three month later you receive a speeding ticket in county Y you should be able to get court supervision in both cases. Although, if you receive a speeding ticket in county X and three months later you receive another violation in that same county you will be denied court supervision. This is what I have found to be true in IL. I have had court supervision 4 or 5 different times in IL and probation once in MO. Out of 6 or 7 tickets only one has gone on my record.

Any traffic ticket fine depends on the law you broke. Regardless of where you were issued the ticket, the local police can answer your question if you tell them the violation for which the ticket was issued.
You usually have to go to a school that is approved by the county that issued the ticket. But dont worry, you do not have to fly to NY. Just take an online couse that is approved in the county in NY.

You do not have to take traffic school in the same county but it does have to be for your particular state. Often you can contact the clerk of court and they will allow you to take the online traffic school and the ticket not show on your driving record.
