Intel CPU processors have a very stable price, they don't differ a lot from the CPU processors of AMD but AMD has more discount offers on it's CPU processors which in some occassions give them a better cost to performance ratio. In other words, buying an AMD processor with a good discount might just beat the Intel CPU processor cost to performance ratio.

It's not. There are certain obstacles to upgrading the CPU (socket type, BIOS compatibility, cost effectiveness, etc...), but there are no inherent disadvantages to upgrading.
It might not be your CPU at fault, maybe your other hardware can't keep up with your CPU and your CPU has to slow down for them. If you think that this is not the case, you can always go to your bios and overclock your CPU.
