You buy bleach developer and powder, liquid, or oil bleach. Put it on the tips of your hair and wash it with tonerafter 30 minutes or so.
I recommend you do not just apply normal cleaning bleach/bleach for hair, that would burn your insides..

it depends how strong or vibrant you want it. if you want it really bright, you have to bleach the tips of hair that you want the color on. you can get dye packages such as "splat" that come with bleach. if you want it more natural just go ahead and dye the ends. the color will come out just a little tinted but still noticeable enough.
