It depends on what store your going to, and how much tax they charge.
Go to the state licensing office and request a replacement. In Oregon the replacement cost for a registration card is only $5.00
You and the seller must go to your local DMV and apply for a replacement title. If the title is in another state, you can request a replacement title from that state's Motor Vehicle Department. You could also use a titling company, which might save you some hassle, but which would cost you a hundred times as much. For instance, I just wrote to Arizona for a title, and they charged me four dollars (not 40 or 400... 4). And looking at a title company online, they are charging $50 to go through them and still be hassled, or $895 (!!) to do it all for you. That's insane, when you can find the form online and do it yourself for so very much less.
The cost varies by state, find out what your state charges by calling your local Motor Vehicle Department (DMV).

You make the decision to rebuild or not. However, per the terms of the replacement cost endorsement, if you choose not to rebuild then the company will pay you the actual cash value of the damage. If you rebuild, the company will pay replacement cost. No replacement, no replacement cost.
