I always use a semi gloss white acrylic, and paint them before installation.

Most baseboards are wood, or at least chipboard. Yes, they should be painted and most I've seen are painted semi gloss white.

You can remove dry paint from baseboards by scraping the baseboards lightly. You can also use pain thinner depending on the finish on the baseboards.

You should never burn wood with paint on it unless you know, specifically, what kind of paint it is, that the paint is question is safe to burn, and that there is no other chemical treatment on the wood. There is such a thing as paint that is safe to burn, but you should never assume a given paint is safe. In particular, you should avoid burning wood with lead based paint on it, and much of the old paint was lead based.
As long as you are using a similar type of paint (I expect it is an indoor latex, since baseboards are found indoors) and as long as the existing paint is still in good condition and is not flaking off, then yes, you can paint right over the existing paint. If the paint is in bad condition, you should remove it before repainting.
I would expect to pay around $0.65/LF for a sizable job, or about a $200 minimum, whichever is greater.

You should clean your baseboards at least once a month. This can be done by vacuuming the baseboards or sweeping them.

Wood veneer can be painted over on kitchen cabinets. The paint should be a latex that is not of acrylic nature. Oil paint will only smear and not dry evenly.
If you paint your rabbits hutch or cage it wont be able to chew the wood, but you should give it some wood to chew or else its teeth will grow too long if this happens consult a vet
