I imagine if the school does indeed suck, it has something to do with lack of funding. Carlisle High School has very few children in attendance. The fewer children there are, the less funding the school district gets from the government. The school is in a community that is not growing very much (unlike Cabot for instance). Then again, "suck" is such a subjective opinion. Does it suck because it does not prepare you for college? Does it suck because the facilities are old?
