From what I've seen, no education is "needed", except the one you need for yourself.

When becoming a tattoo apprentice you most likely won't be asked for your high school grades, but get your portfolio inspected.

You will however, in order to become a successfull tattoo artist, be skilled in drawing, fond of machines and how they work, must be able to work between different "styles" and be very creative.

Customers assume you are very skilled in what you do.
