5.56mm packs a punch. It's stopping power is good, but a gun like the MG3 can easily outkill an M16 with its 7.62mm rounds.

A lot of that depends on if you have proper ammunition for the target. But for close range, open areas, or inside buildings, it is pretty decent. Its best quality is the accuracy. It is less powerful than the AK47, but much more accurate. For urban fighting, an AK47 with its heavy punch and penetrating power is better, but an M16 is very flexible and does decent in many situations, including longer ranges where an AK47 would be horribly inaccurate

Firepower, by definition is the AMOUNT of rounds you can put downrange effectively. The M16/M4 family has a cyclic rate of about 600-800 rounds a minute. With a standard 30 round magazine (and the capability to accept much higher capacity mags), the M4 has about as much firepower as any assault rifle out there. Terminal effects is a much murkier thing and harder to quantify. While it doesn't hit with the same energy as, say, a 7.62mm NATO round, it tends to do more tissue damage due to the fact that it's lighter bullets will fragment causing huge wounds out of proportion to bullet size. Mpre tissue damage = more bleeding = increased lethality. The issue with the M4 is that, because of it's shorter barrel, it has decreased lethal range when compared to an M16 (slower bullets tend not to fragement as readily, and the M4 has 20% less muzzle velocity than an M16). The M4 was never intended to replace the M16 because of this shortcoming.

In a way the M16 is a machine gun, but it can also do three round burst and semi automatic. civilians are not allowed to have automatic m16s unless you have an automatic weapons permit, but you can have a semi automatic M16. (an AR-15 is almost like an M16 and much cheaper if you're looking to buy one.)
The bullet energy from the AK 47 is higher than a round from an M16 or M4. That doesn't mean it is necessarily a better weapon. The AK 47 is very reliable but the M16 is much more accurate.
