Fluoride toothpaste is a active key ingredient in toothpaste that fights cavities, gingivitis, plaque build-up, tartar and bad breath(from the bacteria in your mouth). It is in all toothpaste's such as Colgate or Crest. On the label it says not to swallow and that it should be external use, not internal. Unfortunately, according to recent studies on Oral and dental health care, people have died from ingesting fluoride toothpaste, so they are trying to come up with alternative solutions to this problem.
There is no definite pH for any acid or base as it depends as much on the concentration of the substance in a solution as the strength of the acid or base. Still, sodium fluoride is mildly basic so a sodium fluoride solution will have a pH higher than 7.

not much, to a small extend
no because its plus. If it has Fluoride in it I would be carefull though, because if you use to much fluoride on your teeth you can get fluoride stains that not only look hideous but are bad for you. If it does it is fine to use it just dont use it every single night.
