At this age they should have as much water as they want, just keep it available all the time. Food can be left out for them as well or if they seem to gorge themselves on it and then throw up, you might have to break up their feeding times to about 4 or 5 smaller portions through out the day.
3 to 4 times a day look on the puppy food bag and get the right amount,you don`t want to over feed him/her and puppies will eat until they make theirselves sick.If the puppy doesn`t finish the amount you put down pick it up until the next feeding.
Can't say. On the bag of dog food there are starting amounts. All puppies eat differently. I just fed mine all they could eat of the recommendation (remember to divide it by 4 if the full amount is given), 4 times a day. Took up the remainder, and fed it the next feeding. I dropped from 4-3-2 feedings/day, and finally one.
I think three times a day would be normal, but it also partially depends on the size and weight of you puppy. Why don't your ask your vet?
