This all depends on what type boat your are talking about. There are two factors that cause a boat to float shallow: the beam width and how light it is. The wider the beam the more efficient it is on spreading out the weight of the boat which makes it float shallower. With a 96in. on a 20ft. boat you should be able to float shallower than a foot probably around 7in, depending on how much gas is in the boat.

Boat can be designed to have less volume in order for it to have less density and be able to float. So if the material's mass is alot if can make the boat sink. The boats displace water in such a way that they remain afloat. Hence why most boats have a V hull shape. This allows them to displace the water and remain afloat, if on the other hand you put to much in a boat it will eventually sink.

A needle doesn't float because there is very little air in a needle. Metal is much more dense than wood, which is what most boats are made of. When a boat is made of metal, there are air stores inside of the boat that keep it afloat.
