You can not weigh the gravity of sin. Sin is sin. The only way to get rid of it is through Jesus Christ. He will take the gravity of sin away for you.
The question is ambiguous. Cheating on what? Tic-tac-toe? The bar exam? Your wife? This would affect the gravity of the sin. Cheating on your wife is Adultery. It is clearly against the Commandment. It is ALWAYS a Mortal Sin. In the other types of cheating mentioned, gravity of the sin is relational to the gravity of the act. I would say that cheating on an important test is a Mortal Sin.

It depends on the circumstances and thus the gravity of the sin. For instance, these are both sins of omission: failing to go to your job because you didn't feel like it deprives your dependents of the wages they rely on to live as well as damaging and inconveniencing your workplace, its customers and human relations and thus is probably mortal sin. Not doing your laundry because you were lazy is also a sin of omission, but its probably venial, if that. The same degree of gravity applies to sins of commission. What it comes down to is the intent of the sinner, the gravity of the sin, any circumstances (number, amount, value, number of people it affects, etc.) that affect the gravity of the sin and the act of the sin itself.
There are three things that make a sin mortal. First it must be a grave sin, usually defiling one of the ten commandments. Secondly, it must be done with full knowledge of the gravity of the sin. Lastly, it must be completely consensual and deliberate.
Answer It's purely in the hands of God. Punishment or penalties differ according to the gravity of the sin performed. Telling a lie and killing a person for no reason cannot be judged as same crime or sin.
