In Toronto, in 2008 inflation was 2.35%
Obviously, the numbers aren't out for all of 2009 yet, but most employers base their cost of living increase on last years numbers, plus a sense of what's happening (ie. with the economy the way it is, most employers aren't giving raises unless they are really trying to keep an employee from looking elsewhere).
There was actually deflation for the first part of 2009, so if you go to

You'll see that comparing May 2008-2009 there is only a 0.5% inflation.
