A bill's serial number rarely affects its value. The date, seal color, and series letter are much more important.
1963 $2 bills are pretty common among collectors. If your bill is actually uncirculated, current auction prices are in the $8 range. However any circulation wear will reduce that price to only a small amount above face value.
To explain the red printing, your bill should say "U.S. Note" instead of Federal Reserve Note. U.S. Notes were a parallel form of currency issued directly by the government rather than through the Federal Reserve system. The 2 types of bills were completely interchangeable in commerce but required separate printing and distribution facilities. By the mid-1960s the government discontinued U.S. Notes as a cost-saving move.
