You need to be more descriptive of what the error is. There are multiple paper money errors with some being worth no more than normal notes (minor cutting errors) to some being worth thousands of dollars (double denomination mules), without knowing what error you think you have, it is impossible to accurately value your coin.
It means the note is a replacement note, usually to correcy a printing error. This star does not mean the note is worth any more than the denomination printed on it
The circulated bill is only worth a bit more than face value. Check eBay and some of the big coin and currency dealers that have large e-business operations to see what they are getting for your note. Prices are volatile, and a lot will depend on the condition (as well as the demand).
