The inclusion of at least 24% lead oxide in the composition is required by law for crystal to be called full lead crystal. The lead lends brilliance and weight to the product. Crystal without lead is still crystal, i.e. clear glass, however, it is more commonly perceived as &quotglass". The lead also make the crystal softer and more conducive to cutting. This is why the lead crystal is cut and for the most part, the unleaded crystal is not cut.
If a decanter is lead crystal, there should be a mark on the bottom of the item. You can read more about lead crystal at http://www.wisegeek.com/what-is-lead-crystal.htm.
That refers to the the amount of Lead Oxide (PbO) in the crystal. Pb is the symbol for Lead and O for Oxygen. 24% is the typical amount in most leaded crystalware.
To distinguish topaz from glass or quartzes (e.g. citrine), we should observe the hardness. Topaz is a fairly hard gemstone, meaning it is resistant to scratching. It is 8 on the Mohs hardness scale (diamond is 10, sapphire is 9). A scratch test will determine whether a stone is topaz in most cases. You can perform a scratch test by taking a piece of quartz or other material with a hardness around 7 and scratch it against the "topaz". If you don't want to risk the stone scratching, even if it's fake, you can choose to scratch it on the girdle (the unpolished rim around the gem). True lead crystal glassware is rare nowadays because of its possible health risks. Lead-free crystal glass is typically sold nowadays because it does not contain lead oxide.
