Well, it depends on the game. In Heart Gold & Soul Silver you Obtain the National Dex, and then go to Fuschia City. The Pal Park in Heart Gold & Soul Silver is where the old shut down Safari Zone used to be. Once you have talked to Prof. Oak and talked to the Clerk at the counter you will be able to migrate when you save and restart the game. You have to insert a GBA main Pokemon game (Ruby, Sapphire, FireRed, LeafGreen, Emerald) to migrate, it will appear on the Continue screen, eg. if you inserted Emerald, "MIGRATE FROM EMERALD" You then Choose 6 Pokemon from your PC Boxes that don't have HM's on them, Pokemon are not returnable to the GBA games unlike the Time Capsule in Crystal. After you select 6 Pokemon the game will confirm them, you then need to go to pal park to capture the Pokemon. In Diamond & Pearl it is much the same concept except you surf the route below Sandgem town to get to Pal Park. There is a limit in Diamond & Pearl on how many Pokemon you can migrate in 24 Hours, but this limit Ceased in Heart Gold & Soul Silver.
