I just got one it's $54.00 as of 2008. They can't pull you over for it but to "give you a break" they charge you with it instead of some other offence. If you ask me their double dipping get get more and more money out of you so far this year I've "donated" over three hundred dollars to both pa and NJ police departments. Yes it IS possible. They have laws against cracked/broken windhields in VIrginia too. However, unless the windshield is so badly damaged that it causes an obvious obstruction to the driver's vision, the odds are that you may just receive a warning ticket, if you are stopped at all.
Unless it is significantly blocking the winshield and impairing visibility, you'll be fine.
