It depends on the condition of the coin, how much of the coin is off center, and how much of the date is visible. I just bought (October 2009) two 1983 off-center quarters for a total of about $12.00. One coin is about 25% off center and in uncirculated condition. The other coin is probably AU due to improper handling, and is about 40% off center. Both coins have full dates.
The value of an off-center strike depends on how much of the coin's full image is visible: 80% visible - roughly $5 60% visible - $30 10% visible - $100
The value of an off-center strike[*] depends on how much of the coin's image is visible and what kind of quarter it is. In general you might pay between $10 and $20 at retail assuming the coin is a modern clad quarter and at least 15% to 20% of the image is missing. [*]To clear up terminology, coins are said to be struck or minted. Dollar bills use the term printed.
a quarter
A 1983 Philadelphia quarter in circulated condition is typically worth its face value of 25 cents. If it is in mint condition or has a rare error, it could be worth more to a collector.
Look at the coin again, the San Francisco Mint did not strike any quarters in 1934.
The U.S. didn't strike any quarters dated 1799. Your coin is either a fantasy piece or an outright counterfeit.
Depends on how many made it into circulation and how much off center it is. Is it both sides or only one side?. Which side if only one side? What condition is the quarter in? What state?

Off-center strikes are more common than you might suspect, due to the number of coins struck each year and the speed of the presses. However, there is a lot of interest in state quarter errors so prices have gone up. Depending on how far off-center it is, it could retail for as much as $150. The more off-center, the higher the value.
