No, there is not. Must remove the fuel tank.
It is the same as a 98' Corolla. It is attached to the back of the gas tank.
It is in the tank. You need to remove the fuel tank to make this replacement.

It is on the driver's side on the frame just forward of the gas tank. It will require a special tool to release the quick disconnect.
If it were a Chevy probably yes, but a Dodge I doubt it. A junkyard is probably the only option, getting it shiped is the other one.
