Whatever you and a seller can agree upon. Forest service no longer issues them. If they are turned one in to the Forest service they will not be reissued .

It is easier to buy an existing houseboat with a permit and then transfer it to your boat. As of 10/23/2001 I saw a older HB that included permit for $12,001. Several yrs ago they permits were in the 50k range.
