It depends whether the stamp is new or used, old, rare, scarce or with a mistake. Most used stamps are usually only worth a few cents. New stamps are worth at their face value. The old, rare scarce or stamps with a mistake can be worth from pennies to 100's, 1000's, to possibly a million dollars.

That depends on many factors. A stamp is worth its face value for use as postage. If you have something that is old and is rare, it could be worth some money. Today's First Class postage stamps are 44 cents.

If the stamp has been used, the post office will tell you it is worthless. If a stamp has not been used, they will tell you it is worth whatever is on its face value. The post office will not appraise a stamp for its collectable value.

Most states now issue cards rather than the old method of having a book of stamps which look similar to coupons. Regardless it is against the law in all fifty states to traffic in the selling or buying of such and should not be attempted. They don't come in books. You have to apply through social services and if you qualify, they issue you the food stamp equivalent of a debit card.
