Yes, the police technically could wait until you are driving in order to give you a ticket when your license is expired. Hopefully the police would warn you that your license was expired rather than immediately ticketing you.

The owner of the car gets the ticket. I just got a ticket two days ago while driving my mothers car that had an expired registration sticker. The ticket was for $50. It did however list me as the operator on the ticket.

The penalty for driving with an expired license in Tennessee is probably just a ticket and a small fine. If you go to court, the judge may waive any punishment since it was probably just overlooked.
You'd need to be more specific. An expired plate ticket where I live is about $80; if you're driving on expired plates and your insurance has been cancelled, I think that's an automatic impound, which means the fine from the ticket is likely to be the least of your worries.
Since the points are added to your license based on the resident state and the the state of the ticket, it will not be any different from getting tickets in the state you live in. that is how it has worked for me with the tickets i have gotten in Virginia and other states.
As of 4/29/13 a ticket for expired tag is $159 in Shreveport, LA and expired inspection sticker is $50.
