The best place to collect Wolf Bones IMHO, is White Wolf Mountain - The Mountain that Links Falador and Catherby.
Yes you can eighter kill wolves for their bones or you can buy them at the grand exchange.

The place where you complete wolf whistle has a basement. In the basement, there is an infuser thingy. Use a pouch and wolf bones (If you are level four) on that infuser thing. It will infuse the pouch giving you a spirit wolf and you will get summoning exp.
