The dangers are somewhat different. You are very unlikely to have high speed collisions in a balloon, but if you fall out of a balloon, you have a lot farther to fall than if you fall out of a car. Either of these vehicles can be dangerous or fatal if they are not used correctly.
If there is warm air in the balloon, cooler air makes the balloon rise and if there is cold air in the balloon warmer air makes the balloon fall.

In a normal inflated balloon the air in the balloon is compressed and has a density more than uncompressed air. If the "balloon" were a plastic bag wiith no air pressure above the pressure of the surrounding air, the balloon would still fall as the combined (average) density of the balloon/bag system is greater than the surrounding air. Even if the balloon were filled with a gas with a lower specific gravity than air the balloon wll fall if the compressed gas density excedes that of the surrounding air or if the combined (average) density of the balloon/bag or balloon system is greater than the surrounding air.
