It doesn't exactly work that way. There are laws that Banks have to report if someone deposits a lot of cash into the institution. These laws also require that if someone makes a bunch of little deposits, so as to try to avoid suspicion, THAT has to be reported too. For instance, someone who visits their safety deposit box too frequently might get reported. Or if they deposit $!000.00 or 2,000.00 a day. Seperately, if someone with no or limited income is living an extravagant lifestyle, that could make an investigator curious.
I do not BELIEVE that there is any withdrawal limit on your own account. After all it is YOUR money. The bank may, and probably will, TRY to discourage it or ask you discreet questions in an effort to determine if you are acting under duress, or may be being swindled or are the victim of a criminal "confidence" scheme, but I do not believe that they, or the authorities can prevent you from doing so.

No one can take money out of your account without a court order. The exception being payments to the bank itself for administration purposes or penalties. These, however, would be set out in the initial contract.
