No, they don't. Think about it....sure the iPhone does, but that's a phone, so of course it does. But, It is like the iPod, iPod nano, etc., who does not have monthly fees. My friend has one and she told me this. So, you have to just pay the day you get it and never need to pay for it again (except for however much money it is to download a game or something)
