The USB hub has its own power. Some devices use the power from the USB hub and some need more power then they can obtain from the hub. So to answer the original question -is a power hub better- There is no difference over is one better, one device just needs more power then the hub carries so it has to have its own power source.

When the hub was inserted and devices where plugged in the USB controller on the computers motherboard may not be able to with stand the amount of power needed to power the hub or devices. So the computer will automatically scale the speed down to use less power, but during this process windows will ask you to install a faster port, just ignore. Or buy a USB hub that has external power
Always use the correct power adapter for your devices. Doing otherwise can and might just break or short out your device. Technically speaking that will not likely provide enough power to run a USB hub. Each of the USB ports on a powered hub must be capable of providing up to 500ma of power. So usually you'll see a 5volt 2amp or something akin to that. Many electronics store will sell a variable output power supply which allows you to set the plug and power rating on the supply to fit your needs. You will need the code (0516) from Mayor Crumb's office, and use Sprocket and the robot crab to restore the power to the Hub's elevator. Get the robot crab and Sully's key at the Living Quarters building, and the Old Vine from the roof farther left. At Sully's, reactivate the robot Sprocket and then have him use the crab on the Hot Hatch below the Hub. Underground, use the old vine and solve the puzzles to restore power to the elevator. Climb the hub and take the elevator to Ziggs' quarters
