He's 100% himself. He states in the manga that Babidi has no control and Vegeta only did it for power. The reason he killed the spectators was to let Goku know he was willing to do whatever it takes to get the fight, just like when Goku aimed a blast at Supreme Kai. Vegeta has no influence whatsoever and it's even pointed out by Babidi telling Vegeta to do things and Vegeta flat out refusing, sticking only to coaxing Goku into battle.
