The Department of the Interior is scheduled to revisit the problem in 2016 and any decision they make is bound to be challenged in both International Courts and in the Supreme Court.

When the current allotment was decided in 1922 few would have believed that the population of Southern California would shift so dramatically. Arizona and Colorado alone were unhappy with the compact, but at the time, Colorado had water to waste, and yielded. Of all the States, Nevada was the least favored, but had little political power. (It has only a two percent stake in the water of the Colorado River compared to the 29.35 share that was allotted to California.)

The serious problem involves the fact that the 1922 data may have overestimated the flow of the Colorado River System by as much as 20 to 30 percent.
