The "ozone layer" is roughly the same condition it has always been in. The amount of ozone in the upper atmosphere varies mainly due to variations in solar activity. UV radiation has serious affects on this layer. Holes form over the poles at the end of each winter due to a lack of sunlight. When the sun returns, the "holes" quickly disappear.

The ozone layer is the result of a continuous process of both making and destroyinig ozone. Sometimes there is more, sometimes there is less. The largest the ozone hole ever was recorded was a reduction in total global ozone of about 10%, and the hole is (so far) getting smaller.

You lose the ozone layer in less than a week, if the Sun does not recreate it. That is why we have an ozone hole at the pole that gets no direct sunlight. Ozone is unstable and decays with time.
