There are many different kinds of plastic, so there would be no "fixed" latent heat of vaporization. Additionally, heating most plastics would not cause them to vaporize. They would burn in the presence of air (oxygen), or pyrolize in an inert atmosphere. Plastics won't generally change from a liquid to a gas like water becomes steam when it is hot enough. The heat will cause chemical changes in the plastic, and it will cease to be what it was in the beginning.
The whole idea of a "power station" is to produce energy. They need to get the energy from somewhere. Burning oil is one alternative to get their energy.

most power plants use this to create electricity and factories use oil to create materials like plastic and petrol.
In any country that has oil. Since plastic is made from oil, pretty much any country with oil can make and manufacture oil. Hope I helped. =)

The reason why the percentage of oil used for electricity is low is because it has many other more pressing needs (transportation, plastic), while coal and natural gas don't have as many, so it is more logical to use these instead. The use of oil for energy is a much vaster concept because oil has many uses (transportation being the main one).
