Cleopatra actually had very little power outside of her strictly domestic affairs. Her dynasty and independence depended on her relationship with Rome. She knew that Rome could take over Egypt at any time, as it had done to most of the territories surrounding Egypt. Therefore she had to ally herself with Rome's most powerful leaders in order to remain in power.
