It depends on the college and the dynamic of the people in that particular department. If applications are handed out and weeded by individuals, then those people have individual power about whether to allow a particular student to make it to the next level or not... *if* that application came to that person. If it is a committee it depends in large part on how the committee members work together, what kind of applicants they are looking at, and what their policies are for choosing. An individual doesn't usually have power to break the rules and offer a position to someone who doesn't meet the college's minimum requirements, for instance. But it depends on a lot of things how much power anyone involved would have.
