rain
Hong Kong...by far! Hong Kong gets over 2000mm rain/year, while London(often grey and drizzly, though) gets only about 600 mm rain/year
Racist comments are not necessary (pointing to previous/first answer) In the maps, Hong Kong is marked as a tropical rainforest biome. Hong Kong does have a substantial amount of rain, though its so called "rainforest" had been replaced by skyscrapers and housing estates.
It does not rain on the moon.

The best season in Hong Kong is the fall. Humidity is low, there's almost no rain, tropical storms from the summer are gone, and the temperature is around 19-30C (66-86F). The winter is a little bit colder, but almost as nice as the fall.
