Most would say that a BS degree from an ABET accredited school is necessary to be called an engineer.
A mechanical engineer is not a scientist, they just implement the knowledge of the scientist in design. If you want to become a robotics scientist, you will need as much math and physics classes you can take. Focus on mechanics and higher level math classes.
In my experience, the best place to start learning about robotics is the VEX kits. The kits come with the components, software, and a manual describing just about everything you need to know about that kit. It's a great place to start learning about the different systems of a robot and how they interact with each other.
You do not need a degree to get started in robotics, unless you are trying to get a degree that involves robotics course work. Students in all age groups can now get involved in robotics, check out usfirst.org for more info.
