A regular 13 year old with dumbbells should be lifting around 8-11 kgs max.
You need to be able to do at least 7 reps per set.
For bench press, 15-50 kgs max would be enough.
For deadlift around 100kgs would be good.
I'm a strong 12 year old and my dumbells are 8 kg for 6 reps.
Bench press, 25kg for 10 reps.
