Well, it varies from person to person. My mom is 5'2 or 5'4 and she weighs 115 pounds. She excersizes regularly and eats healthy foods. She is not underweight (her ribs do not show at all), if anything she has a tiny stomach flab. She is about to turn 40 (She's 39).
