Record cold and snow where? On one small section of the planet? The solar minimum has little to do with it, at least directly. Last year was similar in terms of solar flux, and the areas that are receiving more cold and snow than usual (eastern U.S., and parts of Europe) this year had a very different winter last year. Ask the upper Midwest about anomalous cold, or the the interior Northeast and much of the Great Lakes about snow - it's been quite the opposite this year. And all of this has much more to do with the way the different modes of low-frequency variability have aligned, just as it usually does.
