Ph 4 is not necesarilly stronger than pH 6. It depends on your vantage point. There are 14 levels of pH. 0, 1, 2 ,3 etc. The level 8 is a neutral substance. The closer to 0 u go, the stronger the BASE. The closer to 14 you go, the stronger the ACID. Therefore, it makes sense to say that 4 is a stronger base than 6 because 4 is closer to 0, however, 6 is a stronger acid than 4 because it is closer to 14. It is important to know however that botch 4 and 6 are bases, and not acids, because they are both below 8. Though this is true, it is possible for one to be more or less acidic than the other, and this is true with both acids as well when referring to bases.
