A: I don't think so, because I've done that like 200 times or so and nothing happened. Plus, It wouldn't be really fair to work that much and be rewarded with death and a new game, right? Really, if that happened to me, I would be cheesed off.
You pretty much look for legendarys beat the elite four a bunch of times and stuff like that. otherwise wait for the next game

Once you beat the Elite Four, and your rival, you become the Pokemon champion. You've pretty much beat the game. There's nothing more for you to do, other than explore the Unknown Dungeon in Cerulean City, and catch Mewtwo, and finish filling your Pokedex. He is lvl 70, so be prepared.

You are missing a few Pokemon even after beating the elite four in pretty much any case you are missing Pokemon I suggest that you go back over the region and beat any remaing trainers
