If you drop both at a relatively short distance (say 5 feet) they will effectually hit at the same time if they encounter no wind resistance. If you drop them at a much higher distance (say 100 feet) the quarter will hit the ground before the penny. The reason being is resistance to the flat surface of the penny verses the quarter. Since the penny is much lighter than the quarter (a penny weighs 2.5 grams and a quarter weighs 5.67 grams) it will be affected to a greater degree by wind resistance that the much heavier quarter. You can liken it as to a feather being dropped. The feather will flip and twist and float as it slowly drifts down to the ground.
