There are (of course) different types of turbines. Some small high-efficiency models, like those made for RV's (18 in. dia. rotors) can easily make a volt with a gentle breeze blowing (maybe 2 knots?). In contrast, the giant turbines like those used in the California feilds will not even move without 'significant wind'.
