Newton's second law states that Force = mass * acceleration. That is, if a body is experiencing 0 net force, then its acceleration, or the rate of change of its velocity, is also 0.
Newton's first law states that a body experiencing no net force will remain at the same velocity. In other words, its acceleration is 0. These are the same statement, thus Newton's second law implies the first.
Actually, the first one is completely independent on the second one. But the second one doesn't make any sense without the first one.
